DBKK Operating on Limited Budget for Two Reasons

City Hall (DBKK) needs an estimated RM180 million for its expenditure this year, although its revenue collection is only around RM143 million – a shortfall of some RM40m.

Its Deputy Director-General (Finance), Dorin Datuk Thomas Stuel, who disclosed this, said DBKK’s budget is very limited this year due to two reasons, namely the implementation of revaluation of properties and unpaid assessments.

“The revaluation of properties was last done in 1997 and this has resulted in new assessment rates not being implemented.

“The total outstanding assessment last year was RM36.5 million which remained unpaid. So far this year a total of RM20.7 million has yet to be paid,” Dorin said when presenting DBKK’s budget, financial status and financial challenges at its first Town Hall session, Saturday.

She said the RM143 million expenditures would be used on 12 main activities of City Hall namely for management (23pc), garbage collection and disposal (15pc), administration and finance (14pc), grass cutting and drain cleaning (9pc), various services of DBKK (12.5pc), licensing and enforcement (10.5pc), cleaning purposes (RM7.3m), road maintenance and lighting (RM7.2m), property development and management (RM5.2m), repair and maintenance of drains and sidewalks (RM3.6m), landscape maintenance and drainage areas (RM4.5m) and maintenance of sewerage systems (RM4.8m).
